Your child was found eligible for Early Intervention, and now you are hearing about something called an IFSP. Another acronym, another form to sign? Not quite. The IFSP is actually one of the most reassuring parts of the whole process, because it is where your voice as a parent takes center stage.
IFSP, in Plain Words
IFSP stands for Individualized Family Service Plan. Think of it as the roadmap for your child’s Early Intervention journey. It spells out what support your child will get, what you are all working toward, and how that support will fit naturally into your family’s everyday life.
The key words are right there in the name:
- Individualized — it is made for your specific child, not a one-size-fits-all template.
- Family — it centers your family’s goals, routines, and priorities, not just your child in isolation.
- Service — it lists the actual services and how they will be delivered.
Built With You, Not Handed to You
This is the part parents are often surprised by: the IFSP is created together. You are not handed a finished plan to sign. Instead, you sit down with your Early Intervention team, which may include a service coordinator and the specialists who will work with your child, and you build it as a group.
The team will ask what matters most to you. Maybe you want your toddler to start using words to ask for things. Maybe you want mealtimes to feel less stressful, or you want your child to play alongside other kids at the playground. Those real-life hopes become the heart of the plan.
What’s Inside an IFSP
While every plan is unique, an IFSP generally includes:
- Your child’s current development — a picture of where your child is now across areas like communication, movement, and social skills.
- Outcomes (goals) — what you and the team are working toward, written in everyday language.
- Services — the specific supports, such as speech therapy or physical therapy, chosen to match those goals.
- Frequency and setting — how often services happen and where, which is often in your home or another familiar place.
- Your family’s priorities and resources — because the plan supports the whole family, not just one appointment on the calendar.
A Living Plan, Reviewed Regularly
Your child is going to grow and change, and the IFSP is designed to keep up. It is reviewed at least every six months, with a more complete review once a year. These check-ins are a chance to celebrate how far your child has come, see what is working, and adjust goals or services as needed.
And if something needs to change sooner, you do not have to wait. The IFSP is a living document, and you can revisit it with your team whenever your child’s needs shift.
And Yes, It’s Free
Just like the referral and the evaluation, everything in your IFSP is free to your family. Early Intervention is a New York State program. The program may bill Medicaid or private insurance, but you never pay out of pocket, Medicaid is not required, and private insurance does not make your child ineligible.
The IFSP exists to make sure your child’s support is built around your family, thoughtful, and truly yours. It turns worry into a clear plan, with you helping steer every step.
Not started yet, or still deciding? See if your child qualifies. The developmental evaluation is always free, and there is no cost or obligation to find out what support might be available.
Star EIP is a New York State–approved Early Intervention agency serving children birth–age 3 across all five NYC boroughs.
