When someone tells you a program is free, it is natural to wonder where the catch is. If you are a parent weighing whether to reach out for Early Intervention, worrying about a surprise bill, an insurance headache, or a question about your status, take a breath. The answer really is simple: Early Intervention is free to families in New York, and getting your child evaluated will not cost you anything.

Let’s clear up the myths one at a time.

Myth 1: “It’s free, but there’s a catch”

There is no catch. Early Intervention is a New York State program, and it is free to families across all five boroughs. That includes the developmental evaluation and any services your child ends up receiving. You will not be handed a bill, and you will not be asked for a copay or a deductible for these services.

The program may bill Medicaid or private insurance behind the scenes, and that is normal and allowed. But that billing is between the program and the insurer. It does not turn into a cost for you.

Myth 2: “You need Medicaid to qualify”

You do not. Eligibility for Early Intervention is based on a developmental evaluation of your child, not on what kind of insurance you have or do not have. Families with Medicaid, families with private insurance, and families with no insurance at all are equally eligible. What matters is your child’s development, full stop.

Myth 3: “Having private insurance disqualifies my child”

This one stops a lot of families from reaching out, and it is simply not true. Private insurance does not make your child ineligible. The program may bill your insurer, but:

  • You still pay nothing out of pocket.
  • Your child’s eligibility is unaffected.
  • There are protections so that using Early Intervention does not eat into your coverage or count against you the way a typical claim might.

In other words, having good insurance does not push you out of the program, and using the program does not punish you for having insurance.

Myth 4: “We can’t use it because of our immigration status”

A developmental evaluation is available to your child regardless of immigration or citizenship status. Eligibility rests on how your child is developing, not on paperwork about where anyone was born. If worry about status has been holding you back, please do not let it. Your child can be seen.

Because there is no cost, there is very little to lose by simply finding out where your child stands. You do not need a diagnosis, and you do not need a doctor’s referral to begin. Anyone can start a referral, either directly with an agency like Star EIP or by calling 311. From there, the NYC Early Intervention Program reviews the referral and connects your family with an approved agency, which schedules a free developmental evaluation, usually right in your home.

If your child is found eligible, you and the team build a plan together and services begin, all at no cost to you. If your child is not eligible, you walk away with real information and peace of mind. Either way, you are better off than you were wondering.
